HR & Talent Acquisition Specialist

San Jose
Full-time
Permanent employee

Main responsibilities

Talent acquisition (around 60% of the role)

  • Own end-to-end recruitment for all new hires in Costa Rica: engineers, QA, DevOps, project managers, sales, client-facing and operations roles.
  • Proactively source and headhunt through LinkedIn, referrals, universities, tech communities and job boards - not just post and wait.
  • Write job descriptions, screen candidates, run interviews and coordinate technical assessments with hiring managers.
  • Build a strong talent pipeline ahead of demand so we can staff new client projects quickly.
  • Manage offers and negotiations, and keep hiring data and the ATS up to date.
  • Build Flat Rock's employer brand in the Costa Rican tech market.

HR operations

  • Run onboarding and offboarding, including contracts, documentation and equipment.
  • Be the first point of contact for employee questions on policies, benefits, leave and payroll.
  • Ensure compliance with the Costa Rican Labour Code and CCSS requirements, working with external payroll and legal advisors.
  • Maintain accurate employee records and HR systems.
  • Support performance reviews, probation check-ins and employee development.

Office growth and culture

  • Help design how the Costa Rica office grows: hiring plans, team structure and ways of working.
  • Shape our culture and values locally, while keeping strong links with the UK and European teams.
  • Organise team events, recognition and engagement activities.
  • Track engagement and retention, and suggest practical improvements.

Requirements

Essential requirements

  • 3–6 years in HR and recruitment, with a strong focus on hands-on talent acquisition.
  • Experience recruiting in tech and / or IT outsourcing / BPO — you understand technical roles and how outsourcing companies staff client projects.
  • Background in small or growing companies (roughly under 200 people), where you covered a broad HR remit without a large team behind you.
  • Experience working with international teams across time zones and cultures.
  • A proven sourcing track record: you can show roles you filled through proactive search, not only inbound applications.
  • Working knowledge of the Costa Rican Labour Code, CCSS, aguinaldo, vacation and termination rules.
  • Fluent English and Spanish, written and spoken.
  • Organised, self-starting and comfortable building processes from scratch.
  • Right to work in Costa Rica.

Nice to have

  • Experience helping to open or scale a new office or site.
  • An existing network in the Costa Rican tech community.
  • Familiarity with ATS and HRIS tools (e.g. Workable, BambooHR, Greenhouse).
  • Employer branding or social media recruitment experience.
  • A degree in HR, psychology, business administration or a related field.
